In 2016 CEHL celebrated 30 years of co-operative housing. CEHL’s housing program grew out of the rental housing co-operative movement in the early 1980’s at a time when rapid gentrification of inner-city suburbs and rising cost of living led to increasing social dislocation of low income earners. A strategy for common equity rental co-operatives was developed, supported by key Federal MPs and local governments, based on Canadian and European co-operative housing models.
Common Equity Housing Limited (CEHL), is a Registered Victorian Housing Association and is a provider and developer of affordable housing for low-income households primarily delivered through a co-operative housing model.

CEHL houses over 4,200 people across the Victoria. Half of CEHL’s properties are in the Melbourne metropolitan area, extending to Greater Geelong, the Mornington Peninsula, Gippsland, with clusters of housing in Central and Northern Victoria.

Common Equity Housing Ltd (CEHL) is a not-for-profit company limited by shares under the Corporations Act. CEHL is established for the purpose of developing and providing housing, resources and support to co-operatively managed rental housing co-operatives across Victoria. CEHL is governed by a Board comprising eleven Directors; five are elected by shareholders, five are appointed for their expertise and the eleventh member is the Managing Director, appointed by the Board.
