Agency history

HousingFirst had its beginnings in the Community Housing Program established by the former City of St Kilda in 1985. The program’s aim was to provide secure, affordable and appropriate community rental housing for local residents with long-term links with the area and who were eligible for public housing. In 1986, the success of the Program led to the establishment of St Kilda Housing Association to undertake property and tenancy management. In 2001, St Kilda Housing Association changed its name to the Port Phillip Housing Association (PPHA) to reflect its role across the new City of Port Philip (the amalgamation of the Cities of St Kilda, South Melbourne and Port Melbourne). In 2005, the City of Port Phillip established the Port Phillip Housing Trust as the ownership vehicle for the City's community housing assets valued at over $55m, and appointed PPHA as Trustee. That same year PPHA became one of the first agencies registered as a Housing Association. In 2013, PPHA completed Victoria’s largest ever community housing development, the award-winning 281-unit Ashwood Chadstone Gateway project. PPHA has grown from $8m in assets in 2005 to $251m in 2018, with annual income increasing from $1.7m to $18.3m, and tenancies under management growing from 329 to 1194. In April 2018 PPHA changed its name to HousingFirst. HousingFirst is recognised as a national leader in place management and innovative development solutions such as “air rights” and local government housing trusts.

Housing

HousingFirst provides long term housing for low to moderate income households, giving priority to those in greatest housing need and with a focus on maintaining locals in their communities.

Housing support services

HousingFirst is committed to sustaining tenancies, and has effective partnerships with local support services.

Tenant/Client group

HousingFirst specialises in providing homes to homeless and at-risk singles and couples. Other target groups include older persons, those living with a disability, and households escaping family violence.

Other services

HousingFirst is a national leader in place management, with strong in-house community development and tenant engagement services, a tenant employment program, social enterprise café and an award-winning tenant-led annual art exhibition.

HousingFirst Limited is a public company limited by guarantee, governed by a skills-based Board of Directors. The company is a registered charity, with Public Benevolent Institution (PBI) and Deductible Gift Recipient (DGR) status, and is trustee for the Port Phillip Housing Trust.

HousingFirst: • builds and manages affordable housing properties for our major partner the City of Port Phillip, as Trustee of the Port Phillip Housing Trust; • builds, owns and manages affordable housing in partnership with the Cities of Melbourne, Kingston, Glen Eira, Monash, Moonee Valley and Whitehorse; • provides affordable homes for the clients of the Department of Health & Human Services, the Disability Housing Trust, and Jewish Care Victoria; • provides best-practice tenancy management supported by partnerships with Star Health, Berengarra, Wintringham and Launch Housing; • manages NRAS properties in partnership with the Federal and Victorian Governments; • partners with market leaders MGS Architects, FMSA, Reshape Development, Hacer Group, Icon Construction, and financiers Bank of Melbourne and Bank Australia, to undertake award-winning housing development projects; • actively contributes to public policy and sector development through our membership of the Community Housing Industry Association, PowerHousing Australia and the Australasian Housing Institute.
